According to Armstrong-Smith, the idea of “black swan” events, which are so uncommon and improbable that they cannot be foreseen, is a “fallacy.” These occurrences include the terrorist acts of September 11, 2001, and the COVID-19 pandemic, both of which had a number of comparable incidents that should have allowed authorities to be prepared. For instance, the years before COVID-19 saw two earlier coronavirus outbreaks.
