White House Issues Sweeping Executive Order to Secure AI

The Defense Production Act, enacted in 1950 and signed into law at the start of the Korean War, is invoked to mandate that creators of generative AI foundation models that may present a “serious risk” to the security, economy, or public health of the country notify the government during the model’s training process. According to a White House information sheet, developers must also disclose the outcomes of all red-team safety testing.
The National Institute of Standards and Technology is mandated by the executive order to provide new guidelines for comprehensive red-team testing before a new foundational model is made publicly available.
